Ce pays, <a href=\"https:\/\/diplomatis.fr\/?p=1898\" target=\"_blank\" rel=\"noopener\">en proie \u00e0 d&rsquo;intenses combats depuis l&rsquo;explosion des bipeurs<\/a> et <a href=\"https:\/\/diplomatis.fr\/?p=2058\" target=\"_blank\" rel=\"noopener\">l&rsquo;attaque terrestre isra\u00e9lienne<\/a>, connait d\u00e9sormais une p\u00e9riode de calme, \u00e0 partir de quatre heure du matin, le 27 novembre.\u00a0<\/p><p>Le cessez-le-feu, <a href=\"https:\/\/www.lemonde.fr\/guerre-au-proche-orient\/article\/2024\/11\/27\/ce-que-l-on-sait-sur-l-accord-de-cessez-le-feu-entre-israel-et-le-hezbollah-au-liban-entre-en-vigueur-cette-nuit_6416368_6325530.html\" target=\"_blank\" rel=\"noopener\">conclu entre l&rsquo;Etat d&rsquo;Isra\u00ebl et le Hezbollah<\/a>, est issu d&rsquo;intenses n\u00e9gociations men\u00e9es par les Etats-Unis et la France. Les termes imposent, pendant les 60 prochains jours, au Hezbollah de remonter au nord du fleuve Litani, \u00e0 l&rsquo;arm\u00e9e isra\u00e9lienne d&rsquo;\u00e9vacuer le sud Liban, pendant que l&rsquo;arme libanaise viendra occuper le-dit espace.\u00a0<\/p><p>Une victoire diplomatique, pour le pr\u00e9sident Biden, qui peut augurer \u00e0 un d\u00e9but de d\u00e9sescalade dans la r\u00e9gion. La guerre russo-ukrainienne, d\u00e9but\u00e9e il y a de cela plus de 1 000 jours, vient de voir le Pr\u00e9sident ukrainien annonc\u00e9 un changement majeur de l&rsquo;\u00e9volution du conflit. Dans une interview, <a href=\"https:\/\/news.sky.com\/story\/zelenskyy-suggests-hes-prepared-to-end-ukraine-war-in-return-for-nato-membership-even-if-russia-doesnt-immediately-return-seized-land-13263085\" target=\"_blank\" rel=\"noopener\">diffus\u00e9e \u00e0 la t\u00e9l\u00e9vision britannique<\/a>, il admet qu&rsquo;une possibilit\u00e9 de cessez-le-feu pourrait \u00eatre possible.\u00a0<\/p><p>Volodymyr Zelensky \u00e9voque le possible placement du territoire de l&rsquo;Ukraine, control\u00e9 par Kiev, sous l&rsquo;\u00e9gide de l&rsquo;OTAN. Concernant l&rsquo;autre partie, sous contr\u00f4le russe, l&rsquo;Ukraine pourra la r\u00e9cup\u00e9rer par des voies diplomatiques. Il s&rsquo;agit ici d&rsquo;un revirement majeur, alors que le chef d&rsquo;Etat ukrainien resta longtemps inflexible sur toute tr\u00eave n&rsquo;incluant pas la r\u00e9cup\u00e9ration imm\u00e9diate des territoires non-contr\u00f4l\u00e9s pleinement par Kiev.\u00a0<\/p><p>Pour expliquer cela, plusieurs facteurs peuvent rentrer en consid\u00e9ration. La premi\u00e8re reste la situation extr\u00eamement tendue sur le front. Malgr\u00e9 <a href=\"https:\/\/www.francetvinfo.fr\/monde\/europe\/manifestations-en-ukraine\/guerre-en-ukraine-les-etats-unis-autorisent-kiev-a-utiliser-des-missiles-a-longue-portee-en-russie_6904313.html\" target=\"_blank\" rel=\"noopener\">l&rsquo;autorisation des Etats-Unis de frapper le territoire russe<\/a>, et <a href=\"https:\/\/www.francetvinfo.fr\/monde\/europe\/manifestations-en-ukraine\/guerre-en-ukraine-les-etats-unis-vont-fournir-des-mines-antipersonnel-a-kiev-annonce-un-responsable-americain_6908357.html\" target=\"_blank\" rel=\"noopener\">la livraison de mines antipersonnels<\/a>, les forces ukrainiennes subissent une usure extr\u00eame. Le manque de rotation impacte les troupes, li\u00e9 au nombre importants de pertes, la non volont\u00e9, de la part de l&rsquo;ex\u00e9cutif, d&rsquo;imposer une circonscription plus large (avec abaissement de l&rsquo;\u00e2ge minimal). La deuxi\u00e8me, avec <a href=\"https:\/\/diplomatis.fr\/?p=1599\" target=\"_blank\" rel=\"noopener\">les intenses bombardements men\u00e9s par les forces russes sur les infrastructures \u00e9nerg\u00e9tiques<\/a>. De plus, Moscou peut compter sur l&rsquo;appui de troupes provenant de Cor\u00e9e du Nord.<\/p><p>Enfin, le Pr\u00e9sident Zelensky souhaiterait, certainement, avancer dans les n\u00e9gociations avant que Donald Trump, \u00e9lu 47e Pr\u00e9sident des Etats-Unis, ne prenne officiellement ses fonctions, en 2025. Alors que Washington est dans une phase de transition, Donald Trump a nomm\u00e9 un \u00e9missaire pour la paix.
